AIDS in Uganda: Let My People Go, AIDS Profiteers!

The President’s Emergency Plan for HIV-AIDS Relief (PEPFAR) has been mired in the Senate for months. Last week finally brought signs that a vote, and passage, could be near. The program would cost $50 billion — that’s $165 from each American to fight AIDS, or $1.3 billion from New York City alone. But will the money allocated for AIDS stop the spread of the virus in sub-Saharan Africa, where 76 percent of the world’s HIV-AIDS deaths occurred last year? Not if the dark dealings I’ve witnessed in Africa continue unchecked. In the fight against AIDS, profiteering has trumped prevention. AIDS is no longer simply a disease; it has become a multi-billion dollar industry. In the late 1980s, before international experts arrived to tell us we had it all “wrong,” we in Uganda devised a practical campaign to prevent the spread of HIV. We recognized that population-wide AIDS epidemics in Africa were driven by people having sex with more than one regular partner. Therefore, we urged people to be faithful. Our campaign was called ABC (Abstain, or Be Faithful, or use Condoms), but our main message was: Stick to one partner. We promoted condoms only as a last resort. Because we knew what to do in our country, we succeeded. The proportion of Ugandans infected with HIV plunged from 21 percent in 1991 to 6 percent in 2002. But international AIDS experts who came to Uganda said we were wrong to try to limit people’s sexual freedom. Worse, they had the financial power to force their casual-sex agendas upon us. Only 32% of pledgers had broken their vows and had sexual intercourse within three years in contrast with 42% of non-pledgers. National Campaign to Prevent Teen Pregnancy Changes Name, Broadens Focus

The National Campaign to Prevent Teen Pregnancy is changing its name to the National Campaign and will focus on preventing unintended pregnancies in addition to preventing teen pregnancies, the Washington Times reports. The group launched in 1996 and set a goal of helping reduce the U.S. teen pregnancy rate by one-third, according to the Times. The group last year set a new goal of reducing the rate by one-third after seeing a 36% drop in the teen pregnancy rate and a 50% drop in the teen abortion rate since its launch. Former New Jersey Gov. Thomas Kean, a pro-abortion Republican who is the chair of the group, said the organization’s new campaign will aim to “bring more intentionality and planning into pregnancy.” According to the Times, the campaign plans to work with health officials, researchers, the entertainment industry, faith-based groups, responsible fatherhood groups and pregnancy prevention groups, including those that advocate abstinence. Sarah Brown, CEO of the campaign, said that adoptions should be encouraged but that it is unlikely to be a major part of curbing unintended pregnancy because there were only 14,000 adoptions of U.S. infants in the last year. President Bush and others argue that immigrants have a stronger commitment to traditional family values than do native-born Americans. However, a new analysis of birth records by the Center for Immigration Studies shows that about one-third of births to both immigrants and natives are now to unmarried parents. Illegitimate children are at higher risk for social problems, and the risk may be even greater for those with immigrant parents because they need strong families to adjust to life in America. After years of fighting funding for abstinence education, liberal groups are heralding a new research study on several abstinence programs. The Department of Health and Human Services has released a report by Mathematica Policy Research, Inc. on a handful of Title V, Section 510 programs. Its findings, which have been radically exaggerated in the media, suggest that changes must be made to select abstinence programs to make them more effective. Tracking four elementary and middle school programs–less than one percent of the 700 abstinence programs that receive federal funding–Mathematica found little improvement in the percent of students who delayed sexual activity as a result of the curriculum. While liberal leaders are salivating at the chance to replace abstinence funding with more dollars for Planned Parenthood's empire, the research has obvious limitations. The four programs that Mathematica evaluated (beginning in 1999) have already been revised and improved, and they are by no means representative of abstinence education as a whole. They also included no high school component–so one logical conclusion is that to achieve the greatest effectiveness, programs must be intensive and long-term, so that the knowledge, attitudes, and skills needed to reject sex before marriage are constantly reinforced–particularly in the pivotal high school years. Study Finds 49% of US College Students Are Abusing Drugs or Alcohol

A new report by the National Center on Addiction and Substance Abuse (CASA) at Columbia University found that forty-nine per cent (3.8 million) of full time college students binge drink and/or abuse prescription and illegal drugs. The study, titled Wasting the Best and the Brightest: Substance Abuse at America’s Colleges and Universities, also found that 1.8 million, 22.9 per cent, met the medical criteria for substance abuse and dependence, two and a half times the rate of the general population. The 231-page report was completed after over four years of research and is the largest study ever undertaken of substance abuse on US college campuses. Joseph A. Califano, Jr., CASA’s chairman and president and former U.S. Secretary of Health, Education, and Welfare said, “In this world of fierce global competition, we are losing thousands of our nation’s best and brightest to alcohol and drugs, and in the process robbing them and our nation of their promising futures.” The CASA study found that while there was no decline in the proportion of students who drink (70 to 68 percent) and binge drink (40 to 40 percent) from 1993 to 2005, the intensity of excessive drinking and rates of drug abuse have jumped sharply. A national study of more than 7,000 youth found that adolescents who had sex early showed a 20 percent increase in delinquent acts one year later compared to those whose first sexual experience occurred at the average age for their school.  In contrast, those teens who waited longer than average to have sex had delinquency rates 50 percent lower a year later compared to average teens. 37 Percent of U.S. Births Out of Wedlock Out-of-wedlock births in the United States have climbed to an all-time high, accounting for nearly four in 10 babies born last year. However, teen moms no longer account for the majority of these births…  While out-of-wedlock births have long been associated with teen mothers, the teen birth rate actually dropped last year to the lowest level on record. Instead, births to unwed mothers rose most dramatically among women in their 20s. Experts said the overall rise reflects the burgeoning number of people who are putting off marriage or living together without getting married. They said it also reflects the fact that having a child out of wedlock is more acceptable nowadays and not necessarily the source of shame it once was. The increase in births to unwed mothers was seen in all racial groups, but rose most sharply among Hispanics. It was up among all age groups except youngsters ages 10 to 17. "A lot of people think of teenagers and unmarried mothers synonymously, but they are not driving this," said Stephanie Ventura of the National Center for Health Statistics, a co-author of the report. The government also reported that the rate of births by Caesarean delivery continued to climb in 2005 to a record high, despite efforts by public health authorities to bring down the number. Many experts believe a large number of C-sections are medically unnecessary and done only for the convenience of the mother or her doctor.
