HHS Mandate Crackdown: Obama Admin Warns Insurance Companies They Must Pay for Abortion-Inducing Contraceptives (2015)

The Obama administration has doubled down on its demand that insurance companies furnish women with all forms of contraception, including those that act as abortifacients, at no cost – cracking down on those who allegedly refuse to offer such drugs in their health insurance plans. Congressional Democrats urged President Obama to make the alleged evasion a priority. One of their complaints, based on two April 2015 reports released by the National Women’s Law Center (NWLC) and the Kaiser Family Foundation, was that while health insurance companies may cover one of each in a “category” of contraceptive/abortifacient, these companies should be forced to cover all 18 methods recognized by the Food and Drug Administration. The New York Times reports: [R]esearchers at the National Women’s Law Center found that some insurers lumped together several methods of contraception and covered only one or two in a category. For example, they said, some insurers did not cover the contraceptive patch or the vaginal contraceptive ring because they covered another “hormonal method” of contraception, like birth control pills. “Under the new guidance,” the Times concludes, “such restrictions are not allowed.” Nor will co-pays or cost-sharing be permitted; insurance companies must provide all contraceptive/abortifacient methods “at no cost to consumers.” NWLC Vice President Gretchen Borchelt that “insurance companies have been breaking the law, and today the Obama administration underscored that it will not tolerate these violations.” The NWLC joined Senator Patty Murray, D-WA, in praising the Obama administration’s move. Yes, Plan B Can Kill Embryos

Media report that Plan B has no effect on human embryos, but research studies don’t support that conclusion. By Dr. Donna Harrison, Director of Research and Public Policy of the American Association of Pro-life Obstetricians and Gynecologists Plan B Some researchers and others have claimed categorically that Plan B — a high dose of Levonorgestrel — has no effect on human embryos. Media outlets in recent days have echoed these claims. The research studies, however, don’t support that conclusion. Numerous studies and reviews published over the last 20 years have shed light on the nine critical steps from fertilization to a successful pregnancy that proceeds to term: Step 1: At the beginning of a woman’s cycle, a new batch of eggs starts to mature in a woman’s ovary. Step 2: The woman’s brain (specifically, the pituitary gland) sends a signal to her ovaries to cause the eggs in the batch to grow, and one will mature more than the others. Step 3: The pituitary sends a big signal — a surge of luteinizing hormones, called the “LH surge” — to tell the ovary to get ready to release that one matured egg. That surge allows the egg to be released within the next 24 hours. The LH surge also causes the place where the egg was released from, the corpus luteum, to produce another hormone, progesterone, which later enables the embryo to survive. NYC School-Based Clinics Offer Plan B Contraceptives (2012)

The New York Department of Health launches program to reduce unplanned pregnancies. New York’s Department of Health and Mental Hygiene began offering Plan B contraceptive pills Monday at school-based clinics and community health centers, according to a spokesman for the department. CBS New York reported that high school students as young as 14 were being given access to the contraceptive without parental notification in 13 New York City public high schools. However, Health Department spokesman Jean Weinberg said that parents were notified of the program in advance and given the opportunity to opt out. Typically, 1 to 2 percent of parents opt out of similar programs, according to Weinberg. More than 7,000 New York City residents under age 17 become pregnant each year, according to a statement from the Department of Health. More than 90 percent of the pregnancies are unplanned, and approximately 64 percent are terminated. “We are committed to trying new approaches, like this pilot program in place since January 2011, to improve a situation that can have lifelong consequences,” the Department of Health wrote. The distribution of Plan B is part of a program called Connecting Adolescents to Contraceptive Health (CATCH), which also offers free condoms at school clinics. The latest program comes less than a week after American College of Obstetricians and Gynecologists released new guidelines recommending that doctors offer adolescent girls low-maintenance birth control, like IUDs and implants.
